at not all countries have the luxury of having laws that protect all individuals. What if we had a world bill of rights for disabled rights? What amendment would you contribute?
We all should have an opportunity to succeed disregarding our credence, background, or the pigment of our skin. I believe that all government should institute laws that allow individuals with a disability to have access to the tool for bettering themselves. The only failure they may have is their lack of desire to achieve their maximum potential.
I think that more stringent rules need to be enforcing in some nations regarding the access to service animals. If a person can prove proper handling, and the skills sufficient to have a service animal the laws should be flexible to the point to which it’s easy to attend any event anywhere. As long as you were invited.

I think the world has had a bellyful of Americans, particularly Texans, thinking they have the right or the wisdom to tell the whole world how to live.

If we continue this grumbling you know what happens? We become like any other minority.
It's bad enough people think we sit around drewling on ourselves.

Hmm, to original poster, I think adapting some universal disability right legislation is way premature, if ever it will be a good idea. Loads of countries have no money for food for the population, making their ATMs accessible is simply the least of their worries. The world needs an attitude shift but that will not come through adapting some set of rules, only we can change the attitudes in our respective countries.
And to the last poster, eehm, I thought we were just another minority, don't see how we are any more special than any other minority really.
